Thank you for your letter dated February 27, 1986 in response to our letter dated January 31, 1986 pertaining to Security Event Report 86-1.

After reviewing your response, we have concluded that the incident cited in Security Event Report 86-1, dated January 16', 1986, did constitute a violation of Section 7.3.3 of your Security Plan. However, based upon information provided in your February 27, 1986 letter, we have also concluded that the violation meets the criteria of 10 CFR 2, Appendix C, Section V.A as a licensee

identified violation. Therefore, a separate Notice of Violation will not be cited for the incident.
