We have received yorr letter dated March 31, 1972 in which you re-

qu:s'ted information with regard to decomissioning of Fermi-1. The following cummarizes the results of our,re-evaluation 'of the over-all pihn.

PRDC's decommissioning plan includes the following major activitics:

1.

Return of the 1e'ased enriched uranium to the U. S.

~

Atomic Energy Commission.

2.

Transfer of the primary sodium'to the sodium storage tanks where the sodium will be allowed to freeze.

3.

Chemical treatment of the residuai sodium in the primary system to a passive material.

4.

Dismantling of miscellancous contaninated equipment presently outside of the reactor building and storage of such equipment in the equipment decay tanks within the reactor building.

5.

Installation of monitoring instrumentation in the.

sodium storage t'ank building, in the reactor building

.and transfer tank vault.

6.

Radici blanket subassemblics will remain stored in the

reactor.vcosci and nr.ini binnket segments will be stored in a concrete' vault in the ruel and Rcpair guilding.

7.

The 165 Hw turbine generator portion of the facility which is owned by The Detroit Edison Company.will continue to be operated with the oil-fired steam gen-erator by Detroit Edison as it has in the past when the reactor was not in operation.

d This plan was adopted in recognition of the fact that the site will continue to be occupied by The Detroit Edison Company, which plans to install in addition two large boiling water reactors, and periodic surveillance and j

maintenance of the different areas housing radioactive materials can readily be made.

The estimated schedule and costs and the bases for them are attached.

The over-all project is scheduled to be completed in one year with the primary I

cffort directed toward returning the enriched uranium.

The estimated cests were derived on the basis of prior operating

~

experience and assumed that the AEC does not increase again the use charges E

tor *the value of the leased material. The schedule is derived,on the basis l

that PRDC has two licensed casks available to ship the fuel sections to the re-processing plant. PRDC has outstanding requests with the Division of Mate-E rials Licensing to upgrade the SNM license for an existing shipping cask and l

for a license for a second essentially identical shipping cask. The most recent application for these licenses was submittqd on January 31, 1972. The indicated revisions to the existing cask are underway, but fabrication of the cecond has not been started pending DML approval of the license application.

The plans for the maintenance of t' he plant in perpetuity include:

The funding requirenents to perform 'the necessary preventative main-l tenance and surveillance are estimated at about $30,000 per year.

It is anticipated that this cost would be considered by The Detroit Edison Company to' be a part of their normal surveillance of the site, which will contnin two l
