Reference (1) forwarded to you the results of LRS's review of the District's progress in response to the initial LRS Nuclear Management Appraisal Report.
Reference (2) provided you with our evaluation of the LRS review and a dis-cussion of the developments and efforts the District was taking to close out the remaining open items.
As of August 1, 1985, LRS determined that there were still seven (7) items which remained open. These items were given high priority in order to close them, and, in July 1986, LRS was requested to again evaluate our progress.
Their report was received on August 18, 1986 and is enclosed for your review.
Actions that were taken to implement the appraisal recommendations form a significant part of the District's nuclear program foundation today. We intend to build on that foundation to continue to effect improvements in the future.
In particular, the subject of compensation for nuclear group personnel, which LRS considers still open, continues to be evaluated by senior management to ensure the acquisition and retention of a qualified and experi-enced staff.

Dear Larry:
This will provide an update of the status of implementation of the recommendations made in the initial audit of the Nebraska Public Power District by LRS, Inc.
On August 1, 1985 there were seven open items as follow:
OM-18 Board and Management Must Reverse high Turnover at CNS OM-19 Recruitment of Experienced Supervisory Personnel for CNS and the GO OM-20 Competitive Compensation Policy 0-1 Operator Retention and Six Shifts 0-2 Increase Number of Station Operators T-6 Use of Sixth Shift for Training T-2 Generation of a Comprehensive CNS Training Program The status of these items as of August 1, 1986 was as follows:
OM-18 Management and the Board should recognize the hazards to safe and efficient operation resulting from high turnover of key personnel at CNS and take action to reverse this trend.
The turnover rate at the CNS in 1982 and 1983 was approximately 12%, with much of the attrition in key areas such as licensed operators, I&C techni-cians and supervisors.

For 1986, the annualized turnover rate is less than 5%, with no licensed operator losses, which was also the case in 1985, and only one I&C technician and one supervisor lost this year.
OM-18 is considered closed.
OM-19 Recruitment of supervisory personnel with nuclear and management experience for assignment to CNS and the General Office should be a high priority effort of the District.
Recruitment of experienced supervisory personnel has been a high priority effort of the District.
A significant number of individuals has been hired and the effort continues.
A personnel recruiting agency has been retained and advertising for people has bean placed in Nuclear News.
Although the success ratio in hiring experienced personnel has not always been the best, it is clear that the NPPD senior staff has made such recruitment a high priority effort.
OM-19 is considered closed.
0-1 High priority should be given to the retention of licensed operators and to the development as soon as possible of a sixth shift.
l T-6 The sixth shift should remain in normal rotation l
and be dedicated to re-quslification training of l
incumbents.
High priority was given to retention of licensed 1
operators which has resulted in no losses of licensed personnel since 1984.
Six shifts was achieved early in 1986 and this shift is being dedicated to re-qualification training.

o-2 consider increasing the complement of Station operators to provide a larger pool from which to draw future RO and SRO candidates.
The complement of Station Operators was increased by eight billets and these positions have been filled since the fall of 1985.
An adequate number of Station operators exists to provide license s
candidates to support the present six shifts.
0-2 is considered closed.
T-2 One of the first responsibilities of the new
. training supervisor should be the generation of a comprehensive CNS training program detailing.the training needs and the resources to carry out the program.
The Training Management Plan describing the CNS training program was issued in December 1985.
Training Instructions are in place and the training needs and required resources are known and continuously being updated.
The resources to support the TMP are being provided as required through permanent transfers of District' personnel, acting assignments or contract trainers.
T-2 is considered closed.
OM-20 The District should assure that their compensation policy is competitive with the rest of the nuclear industry.
Strides have been taken in this area and compensa-tion has been improved.
Additional improvements in the District's competitive position will occur as a result of the one time sum set aside for salary increase distribution the latter half of this year.
However, LRS does not feel that the District compensation policy is competitive with the rest of the nuclear industry nor even with other midwestern nuclear utilities.

It is urged that action be taken to resolve this compensa-tion issue as the long term performance of CNS depends upon the quality of the personnel managing its operation.
The District must be competitive in compensation to obtain and retain the high calibre personnel required for superior performance of Cooper Nuclear Station.
1 In summary, as of August 1, 1986 all LRS recommendations
'have been either closed out or are being tracked in the NRC or INPO commitment tracking system with the sole exception of OM-20.
