Entergy Operations, Waterford 3, on February 6,1997, submitted to the NRC the response to the NRC Request under 10CFR50.54(f) regarding the adequacy and availability of design basis information, The purpose of this letter is to inform the NRC of revisions of the completion dates for several of the commitments made in the g

response.

One of the commitments made in the Waterford 3 response to the 10CFR50.54(f)

letter was to upgrade the design and testing bases for selected areas by June 30, 1998. This commitment involved six sub-actions or commitments, which included:

(1) reconstitution of the Inservice Testing basis, (2) reconstitution of the Ultimate fff Heat Sink design basis, (3) upgrade of the Emergency Feedwater Flow design basis, (4) development of a Tornado Design Criteria document, (5) development of a Containment isolation Design Basis document, and (6) the implementation of a Technical Specification LCO Uncertainty Evaluation project.

We have completed commitments one through three. The calculat r..upporting the closure of commitment (3) in part involves the potentialissue of an reviewed safety question on the Emergency Feedwater system, which was documented in the Notice of Violation and Propc;,ed Imposition of Civil Penalty, dated June 16,1998, l 1: 3.8 9807020179 900630 PDR ADOCK 05000302 P

Page 2 June 30,1998 Violation E, (02013). We will continue to track commitment (3) pending the resolution of this issue. Although we completed the Tornado Design Criteria document, commitment (4), further action is required to establish closure with the licensing basis. The personnelinvolved in the development of the Containment Isolation Design Basis document, commitment (5), were primary participants in the NRC AE inspection so the completion schedule for this commitment was impacted.

We plan to complete this document by August 31,1998. Regarding commitment (6),

we have determined additional effort is required to document the analytical bases for the Technical Specification LCO limits and to confirm the adequacy of implementing procedures. A completion plan has been developed to ensure the additional work and project is completed on a timely schedule. The revised scheduled completion date for the Technical Specification LCO Uncertainty Evaluation project is March 31, 1999.

We discussed the status of these 10CFR50.54(f) commitments with the Waterford 3 NRC Region IV Branch Chief in a telephone call on June 29,1998.
