INSPECTION REPORT NOS. 50-348/85-08 AND 50-364/85-08
Reference is made to our letter of July 24, 1985, concerning our continuing
evaluation of your denial of Violation 3(B) which is documented in the above
referenced inspection report.
Your denial, dated March 20, 1985, has been
extensively reviewed by my Safeguards staff in coordination with the NRC's
Division of Safeguards, Office of Nuclear Materials Safety and Safeguards (0NMSS)
and the Office of the Executive Legal Director (0 ELD).
The violation warranted a

further review by the ONMSS Regulatory Effectiveness Review (RER) team which
l
visited your facility in February 1986.
By letter dated August 28,1986, the

Office of Nuclear Reactor Regulation (0NRR) furnished you with the results of
l
that visit.
As stated in the ONRR letter, certain RER findings may constitute
j
violations of your Physical Security Plan and were forwarded to the Regional
>
Staff for resolution.
We have concluded that the measures you proposed in your October 13, 1986 letter
in response to the ONRR letter of August 28, 1986, appear adequate to correct
this violation; therefore, we consider the matter to be resolved.
