g ENCLOSURE 1 NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50-327, 50-328 Sequoyah License Nos. DPR-77, DPR-79 During the Nuclear Regulatory Commission (NRC) inspection conducted on November 17-20, a violation of NRC requirements was identified.

The violation involved design control for HVAC seismic supports.

In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50, Appendix B, Criterion III, as implemented by paragraph 17.1.3 of TVA Topical Report TVA-TR75-1A, requires that measures shall include provisions to assure that appropriate quality standards are specified and included in design documents and that deviations from such standards are controlled.

The design control measures shall provide for verifying or checking the adequacy of design.

Contrary to the above, design control measures were not provided for verifying or checking the adequacy of design in that no original design calculations were found for HVAC seismic supports 1030 HDABHVAC-0820, 0822 and 7965.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Tennessee Valley Authority is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation):

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
