Management Involvement in Assuring Quality The licensee's submittals reflected a management program where activities affecting quality were adequately controlled.

Rating: Category 2 2.

Approach to Resolution of Technical Issues from a Safety Standpoint The licensee's approach to these items appeared to be based solely on safety considerations. There was no indication the licensee was attempting to compromise safety.

Rating: Category 1 3.

Responsiveness to NRC Initiatives While the licensee's responses to these items were satisfactory, the licensee did require about two and one-half years to provide the responses. The need for improvement in this area is indicated.

Rating: Category 3 4.

Reporting and Analysis of Reportable Events Not observed Rating: None 5.

Staffing (Including Management)

Based on the length of time required to conduct the requested review and provide responses to these items, we conclude the staffing in this area of the licensee's organization is marginal.

Rating: Category 3 6.

Training and Qualification Effectiveness Based on the quality of the licensee's submittal, it appears the training and qualifications of the individuals preparing the submittal were satisfactory.
