Gentlemen:
This refers to the routine safety insu ction conducted by Mr. S. G. DuPont of
this office on July 7 through August 29, 1986, of activities at Clinton Power
Station authorized by hRC Construction Permit No. CPPR-137 and to the discussico
of our findings with Mr. J. S. rarry ard others of your staff at the conclusion
of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection, Within these creas, the inspection consisted of a selective
examinaticn of precedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of hRC requirements, as described in the enclosed Notice. With respect to
Iter, 3 the inspe.ction shcwed that action had been taken to correct the
identified violation and to prevent recurrence. Our understanding of your
cerrective actions are described in Paragraph 2.a of the enclosed inspection
report. Cons,equently, no reply to item 3 of the violation is required and we
have no further questions regarding this matter at this time.
Regarding the remaining items in the Notice of Violation, a written response is
required.
In accordance with 10 CFR 2.790 of the Conmission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, FL 96-511.
