Gentlemen:
SUBJECT: NRC REVIEW 0F V0GTLE, UNIT 1 READINESS REVIEW MODULE NO. 22,
INDEPENDENT DESIGN REVIEW (IDR) - REPORT N0. 50-424/86-128
'The NRC has completed a detailed review, inspection, and verification of the
subject module.
Technical inspections were conducted at the Vogtle site, IDR
reviewer offices in Boston, MA, and Architect / Engineer offices in Los Angeles,
CA.
The resultant findings were discussed with members of your staff at the
conclusion of these inspections.
These inspections monitored the conduct of the
IDR from preparation of review plans, through review plan implementation and
concluded with inspections of the resolution of observations including
implementation of corrective / preventative actions.
The NRC's conclusion
regarding Module 22 acceptability includes the independent design review
conclusions associated with the civil / structural modules, viz., Mndule 1
(Reinforced Concrete Structures), Module 8 (Structural Steel) and Module 13
(Foundations and Backfill, Coatings and Post Tensioning).
The results of Module 22 reviews and inspections are summarized into the
categories of acceptable, conditionally acceptable, and/or unacceptable.
Your
attention is invited to these matters which will be pursued during future
licensing reviews and inspections.
Based on the NRC review and inspection of those activities identified in the
module, we have determined that the design process at Vogtle, Unit 1 is acceptable
and complies with applicable regulatory requirements. One item was identified as
conditionally acceptable. Georgia Power's Readiness Review Program IDR observation
22-F11, identified that safety-related electrical cables in vertical trays may
not be adequately supported. After review of preliminary supporting documentation
provided by the architect-engineer, the IE inspection team concluded that the
intent of General Design Criteria 2 may not have been met. This issue has been
referred to NRR for subsequent resolution. This decision was based on information
currently available to the inspectors and reviewers.
Should information subsequently become available which was not considered during
this review or which conflicts with earlier information, it will be evaluated to
determine what effects it may have on the above conclusion.
