Dear Sir:

The NRC was notified of a Potentially Reportable Deficiency in Reference (A) and issued an Interim Report by Reference (B). At that time, it was estimated that a determination of reportability would_be made within thirty (30) days, (February 28, 1986).

Due to the extensive investigation and evaluation required, an Interim Report is attached.

It is now expected that this information will be finalized by April 14, 1986, at which time a complete report will be submitted.

m INTERIM REPORT - DER 85-43, Rev.1 POTENTIAL REPORTABLE DEFICIENCY ARIZONA NUCLEAR POWER PROJECT PVNGS UNIT 3 I.

Potential Problem Bechtel PSQD Audits conducted in November,1985, at the Brown Boveri Tulsa, Oklahoma and Sanford, Florida facilities, identified a lack of compliance to Bechtel/ANPP requirements for Class "Q" 1E materials.

The deficiencies include:

1.

Commercial grade items for Class "Q" 1E applications are not controlled by drawing revisions to support previous qualification reports.

2.

Certain Brown Boveri procurement documents to vendors do not contain all of the QA Program requirements imposed by 13-EM-017.

Further investigation of these deficiencies is currently in progress.

II.

Approach to and Status of Proposed Resolution Both the Tulsa, Oklahoma and Sanford, Florida facilities have been re-audited. The supplier has been requested to evaluate the basis of

- their Certificate of Conformance to substantiate that Q1E items.

supplied have not had any design or material changes (form, fit, function) that would affect the original equipment qualification.

A response from the vendor is anticipated by March 15, 1986 at which time an audit of the Brown Boveri, Springhouse facility will be conducted to verify the engineering evaluation.

III. Project Completion of Corrective Action and Submittal of the Final Report The complete evaluation and Final Report are forecast to be completed by April 14, 1986.
