Dear Mr. Kelly:

PACIFIC GAS AND ELECTP.IC COMPANY 6.Q,.'

NUCLEAR PLANT, DIABLO CANYON SITE M

UNIT NUMBERS 1 AND 2 V,t. -

Supplement to W Systems Noise Test W:

During a meeting at Bethesda, Maryland, on February 6.1975, held with

^'

PG&E.:.Weand NRC to discuss the resolution of SER open items..the NRC

<.^h.

electrTcal reviewers concern centered on the effect of 460 VAC faults on the control side of the isolation devices in the as-built Process y'

Control equipment.

(The referenced (PGE-2893) tests reported only 118 VAC and 250 VOC faults.) The NRC maintained that a high probability existed for 460 VAC faults on PCS control circuits because of cable

"~

r routing in the plant. Sinct in the PCS protection racks the input-output cables are in very close proximity, the NRC felt that the 460 X,.

VAC fault shuld have been included in the PCS tests.

m

'h. '

In planning the scope of the: test programs, 460 VAC faults were not U

considered credible. However, in the PCS test procedures, because of

$. L,t the"close proximity of the isolator input-output cables in the as-built y

equipment,' and because the isolator verification WCAP 7509-L reported h1 on'.the'460 VAC fault, this test was retained as an option at the discre-tion.of the Westinghousa test engineers conducting the site tests. The

" 'S[

engineers did exercise the option and connected 460 VAC to the PCS control c,, t,

. cables.

19lis.

M

.The attachments include test data on the PCS 460 VAC faults and confirms M.

that:theJprotection side of the isolation devices was imune to this 6%[E -the;referen'c'ed transmittal.
