Dear Mr.' Ward:
I agree with the general approach to operator retraining which you outlined in your letter of December 3,1986. The simulator training, additional experienced senior licensed advisors on shift, and the INPO assessment of operations are all sound initiatives.
As we discussed on January 8,1987, in my view, it is essential that SMUD settle upon the key managers and organization for restart and the next year or so, so that these personnel can work as a team throughout the crucial testing program which SMUD is about to begin. This will also allow the utility and the NRC to judge whether or not the SMUD team is capable of safely operating Rancho Seco.
It is also important that the operating staff has had complete training on the many revised operating procedures which SMUD has stated will be generated in the next few months, as well as sufficient retraining on power and startup operations to ensure that the plant is safely restarted and operated at power. The NRC, especially Region V, intends to critically assess SMUD's state of training and operational readiness throughout the testing and restart process.
We appreciate your continued interest and cooperation during the reviews and inspections which will necessarily continue throughout the restart process.
