Ramseur, 55-20452 File No.:.CN-900.00 Duke Power Company, Catawba Nuclear Station, submits the attached addendum to SRO license applications for Mr. Ken W. Beaver and Mr. Tim S. Ramseur. Their SRO license applications were submitted July 1,1986 to Region II of NRC. Copies of their applications are attached for reference.

JUSTIFICATION FOR WAIVER OF FOUR YEARS RESPONSIBLE POWER PLANT EXPERIENCE AS A CONTROL ROOM OPERATOR FOR MR. BEAVER AND MR RAMSEUR_
Catawba Nuclear Station received it's fuel loading license in July 1984. With experience commencing at the start of the final year of construction ie. one year prior to fuel load, Catawba would not be able to upgrade any Reactor Operators to Senior Reactor Operator until July 1987. Catawba Nuclear Station has not been in operation long enough to provide an opportunity for Mr. Ramseur and Mr. Beaver to have gained 4 years of Control Room experience.
Section A of H.R. Denton's letter to all licenses dated March 28, 1980, allows exception to experience requirements for SRO applicants at plants that are not yet licensed because there is no opportunity to obtain such experience on their plants. A change to Technical Specification 6.3.1 was requested and granted exempting six Catawba operators from the four-year experience. A similar change to Technical Specification 6.3.1 has been requested for Mr. Ramseur and Mr. Beaver.
Mr. Beaver and Mr. Ramseur received cold licenses as Reactor Operators on Catawba Unit One.
Mr. Beaver was licensed in May, 1984, and participated in the initial fuel loading (July 1984) of Catawba Unit One.
Mr. Ramseur received his license in October 1984.
Both Mr. Beaver and Mr. Ramseur were actively engaged in shift activities as licensed RO's on Unit One through initial criticality (January, 1985) and power escalation testing (20% power, January, 1985, 100% power, April, 1985) until they entered SR0 Training in September, 1985.
