The Commission has issued the enclosed Amendment No.58 to Facility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Generating Station. This amendment consists of changes to the Technical ' specifications (TS) in response to your_ application dated April 23, 1987 (P-87100).
This amendcant revises the Technical Specifications concerning the surveillance and calibration raquirements of the Plant Protective System (PPS).
Specifically, it deletes a specific test method used to demonstrate operability requirements and allows tre use.of another equivalent method.
A copy of the Safety Evaluation is enclosed.
The Notice of Issuance will be included in the Commission's next Bi-weekly Federal Register notice.

The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by Public Service Company of Colorado (the licensee) dated April 23, 1987, complie with the standards and requirements of the Atomic Energy A t of 1954, as amended (the Act), and the Commission's ruls and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance:
(i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the 1(caine is amended by changes to the Technical Specifications Ls indicated in the attachment to this license amendment, and paragraph 2.0(2) of Facility Operating License No.
DPR-34 is hereby amended to read as follows:
-(2), Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 58, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the Technical Specifications.
3.
.This license amendment is effective as of the date of its issuance.

Calibration frequency of the instrument channels listed in-Tables 5.4.1, 5.4.2, 5.4.3, 5.4.4 are divided into three categories: passive type indicating devices that can be compared with like units on a continuous casis; semiconcuctor devices and detecto-5,that may drif t or lose sensitivity; arc on-of f sensors

1 which must be tripped by an external source to cetermine their sespoint.
Drift tests by GGA on transducers similar to the reactor pressure transducers -(FSAR Section 7.3.3.2) indicate insignificant long term drift. -Therefore a once per refueling cycle calibration was selected for. passive devices (thermo-couples, pressure transducers, etc.).
Devices incorporating semiconductors, particularly amplifiers, will be also calibrated on a once per refueling cycle basis, and any drift in response or bistable setpoint will be discovered from the. test' program.
Drift of electronte apparatus is not tne only consideration in cetermining a calibration frequency; for example, the change in power distribution and loss of detector cham:er sensitivity require that the nuclear power range system be calibrated every month.
On-off sensors are caliorated and ta ted on a once per refueling cycle basis.
The Surveillance Re uirements for the Steam Line Ruoture Detection / Isolation System instrumentation in Table 5.4-3 include crevisions fo'r CHANNEL CHECA, CHANNEL CALIBRATION, CHANNEL e
FUNCTIONAL TEST and an ACTUATION LOGIC TEST.
The frecuency of CHANNEL -CALIBRATICN, REFUELING, is consistent with the interval for testing-and calibrating similar detectors (heat sensitive cabling used for fire cetection).
The manufacturer of the instrumentation recommends an 18 month interval for t.st/ calibration of the electronics oc tion of the Steam Line Rueture Detection / Isolation System, tnus, the CHANNEL FUNCTIONAL TEST is scecified for tnat interval.

Tite ACTUATION LOGIC TEST verifies proper operation of the SLRDIS Detection and Logic Racks f rom a simulated rate-of-rise input signal througn and
'1cluding actuation of the output logic relays, i'me response of the SLRDIS Detection and Logic Racks 12 verified tc be equal to or less than 7.1 seconds as assumed in the high energy line break analysis. The potential for an inadvertent actuation during testing suggests that logic testing be performed only when the plant is in SHUTOOWN.
Thus, the surveillance requirements are scecified for REFUELING but not to exceed 18 montns.

control unit includes a supervision system snat cont'nuously and automatically monitors critical circuitry and internal comconents, and alarms SLRDIS trouble conditions to the i

Tests and ca11 orations of instrument channels in Tables 5.4-1, 5.4-2, 5.4-3 and 5.4-4 may be performed with either in 9 tnal or l
external test signals.
Use of sne internal test signal is preferred, while ecuivalent external te.; signals are equally acceptable.

SAFFTY EVALUATION BY THE OFFICE OF NUCLEAR REACTOP PFGULATION SUPPOP. TING AMENDMENT NO. 58 TO FACILITY OPERATING LICENSE NO. DPR-34 PUBLIC SERVICE COMPANY OF COLORADO FORT ST: VPAIN NUCLEAR GFFFRATtNG STATION DOCKET NO. 50-267
1.0 INTRODUCTION
in letter dated April 23, 1967, the Public Service Company of Colorado requested a charge to the Technical Specifications for Fort St. Vrain Nuclear Generating Station.
The proposed change was nainly concerned with allowing the use of external test signals for testing eouipment.
Present Technical Specificatiens only allow the use of internal test signals.
Pcth the internal and external test signals are to be cali-brated to treceable NBS standards. This change is all inclusive within the Technical Specifications with the exception of the scram and rod withdrawal prohibit startup channel celibration requirements.
An applied test signal, whether internal or external demonstrates func-tional operability and verification of channel response within a spect-fied range and accuracy. The testing process will ensure the capability of safety systers to perforTn their intended function using either an exterral or internal test signal. Proper surveillance procedures are stated to exist to ensure that appropriate calibration and verificatinn test methods are perforced to derenstrate operability requirements.
The Fort St. Vrain proposed Technical Specifications change also requests to nake some editorial changes. These changes are to revise selected tables to display requirements in vertical tables.
2.0 EVAltlATION The ecuipment was originally designed only with the capability for internal calibration. This was accepted by the staff.
In this change, the licensee proposes that an external test signal calibrated to the same i
standards roay also be used.
The basic process for testing the equipment remairs unchanged. Only l
the source of the test signal is different, but the test signals will be equivalent, as they are both celibrated to traceable NPS standards.

- Thus, the equipment is calibrated to an equivalent level of accuracy, and can perform it's design function acceptably.
One potential concern is that the licensee could fail to properly realign a channel after calibration with an external test signal.
However, the instrumentation in the plant protective system is designed to be tested in accordance with IEEE Standard No. 279.
Calibration activities are usually controlled by written procedures.
The staff concludes that these design standards and the use of procedures are an acceptable means of dealing with this potential concern.
A second potential concern is that incorrect use of the external test signals could place the reactor or reactor systems in an unsafe condition.
However, at Fort St. Vrain, the protective system channels are independent from control system channels.
Hence, an erroneous test signal cannot cause an undesirable control system response.
If an erroneous test signal is appiled, the channel 'may tesc "inoperable".
The licensee will then have to correct the problem within the requirements of the Technical Specifica-tions.
The staff concludes that there will not be a problem from erroneous external test signals.
The propored Technical Specifications changes are, therefore, acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
The amendment relates to changes in the installation or use of facility components located within the restricted area.
The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumula-tive occupational radiation exposure.
The Commission has previously issued a proposed finding that this amendment involver no significant hazards consideration and there has been no public comment on such finding.
Accordingly, this amendment meets the eligibility criteria (c)(10) for categorical exclusion set forth in 10 CFR $51.22.
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the prcposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security e to the health and safety of the public.
