During the period from November 14 to 21, 1986, a Region I team of nine in-

,

spectors conducted an integrated performance assessment inspection at the

! Haddam Neck Nuclect Power Plant. The objective of this inspection was to

obtain additional insight into your overall facility / organizational performance

I in order to improve our understanding of declining trends in performance during ,

l the past several years as indicated by our Systematic Assessment of Licensee '

Performance (SALP) evaluations of your facility. The inspection was intended

+

to provide a fresh perspective independent of previous NRC inspections and

evaluations. At the conclusion of the inspection Messrs. H. Kister and

{ R. Conte of my staff summarized the inspection findings with you and other

j members of your staff.

l Overall, we did not identify any fundamental weaknesses in the facility opera-

I tion and generally confirmed our past assessment of your performance in the '

i most recent SALP report. As we previously concluded, you have a strong,

! knowledgeable operations staff with a good safety perspective. We noted good

! practices in operator training, problem identification methods, and site

security. However, some areas require your further attention to bring about  ;

I needed performance improvements. These include communications between the

l plant staff and engineering support groups, temporary equipment storage, and

sensitivity toward out-of-service time for critical equipment.

l Further, recent changes in management assignments along with enhanced resources

! applied to new training programs, increased activity in the area of plant

! modifications, and implementation of new technical specifications, will require

the special attention of your managers to complete these necessary improvements

and at the same time maintain a high assurance of nuclear and radiological

safety. [
