NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-373 As a result of the inspection conducted on January 23, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:
Type A Test - Pretest Requirements,p' states in part, "During the period be the initiation of the containment inspection and the performance of the Ty)e A test, no repairs or. adjustments shall be made so that the containment can 3e tested in as close to the "as is" condition as practical."
Contrary to the above, during the June 1986, LaSalle, Unit 1 containment integratedleakratetest(CILRT)thecontainmentwasnottestedinascloseto the as-is" condition as practical.
The licensee closed valves 1B21-F065A(B) and 1E51-F068 for the CILRT, although the valves are normally open and lack an automatic isolation signal.
This is a Severity Level IV violation (Supplement I)
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
