210.10 Your resperse to Q 210.2 in your letter dated July '29,1986 concerning arbitrary intermediate pipe breaks is not acceptable. The stress reduction j

factor provided in the ASVE Code Section III for therral stress cycles greater than 7000 cycles applies to general bending stresses only. The staff concern is related to the potential fer localized bending and thermal gradient stresses which may occur in the main steam and feedwater systems at locations of welded attachments. Provide a worst-case assessment of the potential fatigue effects at the welded piping attachments in the main steam and feedwater systems due to local bending and thermal gradient stresses.
