Pending Moderator Temperature Coefficient (MTC) Technical Specification Change

Butcher, Jr. (NRC), Docket No. 50-318, " Request for Amendment to Operating License DPR-69, Seventh Cycle License Application", August 30,1985 Reference (a) requests a change to the positive MTC limit to facilitate implementation of the 24-month fuel cycle program. Although we hope to resolve the questions which remain unresolved between the NRC and BG&E concerning the request, the Feed Line Break analysis presented in that submittal has been redone with a more limiting MTC input, in an effort to uncomplicate the upcoming Unit 2 Cycle 8 Reload License submittal. In fact, there is now no connection between the Reference (a) submittal and Unit 2 Cycle 8 safety analyses.
The Feed Line Break event was reanalyzed with a more limiting postive MTC limit that ramps down from +.7% delta Rho / F at 70% power to +.3% delta Rho / F at 100%. This MTC limit results in a peak reactor coolant system (RCS) pressure of less than the 110%
RCS design pressure.
The upcoming Unit 2 Cycle 8 license submittal will reference only briefly the Feedline Break Analysis results as they were bounded by the reload analysis reference cycle results. The reference cycle for the upcoming Cycle 8 is Unit 2 Cycle 7 (Reference (b)).
