Oyster Creek Nuclear Generating Station Docket No. 50-219 Security Plan Revision No. 21 Please find enclosed four (4) copies of Revision 21 to the Oyster Creek Nuclear Generating Station Security Plan, applicable drawings, and a summary of changes.
The overall effect of this revision is to enhance the effectiveness of the Security Plan. Pursuant to 10 CFR 50.54(p), these changes were made on December 1,1986 without prior Commission approval.
An NRC letter from Thomas T. Martin to P. B. Fiedler dated December 31, 1986 identified some changes previously made to the Security Plan in Revision 19 which the NRC considered unacceptable. These unacceptable changes have been corrected accordingly in Revision 21.
Since the contents of this letter which, if released to the public would compromise the physical security of the Oyster Creek Station, it is requested pursuant to 10 CFR 73.21 that this document be withheld from public disclosure.
