Dear Dr. Grace:

In my recent correspondence dated January 2, 1987, I advised you of the status regarding activities at the Vogtle Electric Generating Plant, Unit 1 (VEGP-1) including an attachment of deferred preoperational testing.

The purpose of this letter is to propose an ammendment to that attachment.

Based on our meeting December 29 with members of your staff, we reviewed and revised our previously submitted listing of deferrals.

This included revisions that state that all testing on the Control Room HVAC system would be complete.

We have made substantial progress in testing the Control Room HVAC system including completion of the air balance, achieving 1/8 inch positive pressure and completion of the system preoperational test.

The HEPA filters and carbon are now loaded.

The Control Room Pressure Test (1-3GK-07) will be complete before fuel load.

Only the testing of the Control Room ESF ventilation, HEPA and carbon filter package (Item 3 paragraph 2 on page 7 of Attachment 1, letter of January 2, 1987) will not be complete.

We are proposing to defer this testing until MODE 4.

This testing is being performed under our surveillance procedures and by technical specifications 3.7.6.,

the Control Room Emergency filtration systems are not required operable until MODE 4 since we have no irradiated fuel on site.

A schedule analysis indicates that this is the critical path to fuel loading and will not complete earlier than January 18, 1987.
