SUBJECT:
x ASSISTANCE TO COMANCHE PEAK PROJECT You are being requested to provide assistance to the Comanche Peak Project under the newly formed Engineering Group led'by Larry Shao.
You will be responsible for the following technical areas: the CYGNA review, Walsh Doyle design concerns and related sumary dispositions. Reporting to you are David Terao, John Fair, Paul Chen and Don Landers and you will be expected to manage the ~ development of their technical positions as part of the Engineering Groups ifcensing activities. If you detennine that additional resources are required, you should request such with Larry Shao's concurrence.
I recently reviewed two memoranda from Dave Teran concerni_ng discrepancies in the applicant's U-Bolt Test Results and an alleged misleading statement by the applicant regarding AWS/ASME weld design (attachments 1,2).
Since these memoranda have not been reviewed by management, I request that you review these memoranda and take appropriate action. These are my coments on each of them.
Concerning the discrepency in U-Bolt Test Results, whatever action the staff
. decides that the utility must take, should eventually be documented by the
' applicant in a revised Sumary Disposition. Our subsequent finding should then be provided in a sumary disposition.
Concerning the AWS/ASME Weld Design, it is unclear in the memorandum why this is in fact a misleading statement or why the staff should be responding to a request from CASE to look into this matter. After your review of this material, please meet *ith me and L. Shao to discuss thi.s matter further.
