December 6,1985 Mr. J. Ted Enos, Chairman ATWS Standing Committee B&W Owners Group Suite 220 7910 Woodmont Avenue Bethesda, Maryland 20814

Dear Mr. Enos:

SUBJECT:

GENERIC LETTER 85-10 TECHNICAL SPECIFICATIONS FOR B&W RTBs In response to your letter of October 9,1985, the NRR staff has reviewed the S&W Owner's Group proposed Action Statement for SCR relays.

Based on its review, the 'NRR staff concluded that 48 hours5.555556e-4 days
0.0133 hours
7.936508e-5 weeks
1.8264e-5 months
is an acceptable allowable out-of-service time' limit to permit the repair of an inoperable SCR relay in Tieu of having to place in trip all SCR relays associated with one channel. However it should be explicitly clear that if two or more SCR relays are inoperable, all SCR relays associated with that channel shall be,

placed in trip within one hour consistent with the guidance provided in Generic Letter 85-10. Accordingly, your proposed Action.',tatement should be revised as follows:

With the number of operable SCR relays one less than the total number of SCR relays it. a channel, restore the inoperable SCR relay to operable status in 48 hours5.555556e-4 days
0.0133 hours
7.936508e-5 weeks
1.8264e-5 months
or place the SCRs associated with the inoperable relay in trip in the next hour. With two or more SCR relays inoperable, place all SCR relays associated with that channel in trip in the next hour.

In sumary, if the proposed action statement is revised as indicated above the staff would find it acceptable for B&W plant Technical Specifications of the Oconee design.
