Subject: Millstone 3 Routine Inspection 50-423/86-35 (11/18/86-1/5/87)
This transmits the report of the above subject inspection by Messrs. J. Shedlosky
and F. Casella of this office.
No violations were cited.
The inspection findings
have been discussed with Messrs. S. Scace and C. Clement of your staff.
A Special Inspection also was conducted during this inspection period.
That in-
spection (Report 50-423/86-39) addresses removal of a safeguards pump cooler from
service.
Thank you for your November 13, 1986 response to Inspection 50-423/86-27.
These
Post Accident Sampling System items will be reviewed during a future inspection.
We have a concern about a previously identified unresolved item on environmental
qualification of the Millstone 3 containment high radiation monitors.
The origin-
ally installed Kaman monitors have experienced mineral insulated detector cable
problems. Two fully qualified General Atomics monitors were installed as an in-
terim measure. Millstone 3 Inspection Report 86-33, Section 4, identified this
issue as having been unresolved since July 1985 (Inspection 85-34).
No new data
is available for NRC review yet.
So that we can evaluate this matter further,
within 90 days of receipt of this letter, please provide us your written plan and
i
schedule for resolving this issue.
If you plan to qualify the Kaman installation,
please address in your response the assurance of functional capability of the
i
mineral insulated cable and connector assembly.
Related aspects include handling
requirements for the assembly and the relaxation of connector torque due to mois-
ture intrusion (noted in the Kaman Report).
