Dear Mr. Ward:
In response to your letter on March 11, 1987 requesting comments on SMUD's initial preparations for an Operations Advisor program, we have reviewed the program and provide the following comunents for your consideration. The framework for these comments is the prevlous experience in Region V-with acceptable programs which were conducted at Diablo Canyon and Palo Verde, as well as consultation with the Division of Human Factors Safety in the Office of Nuclear Reactor Regulation.
First, the plan's training requirements are ambiguous. Greater specificity regarding hours of training in each subject area seems appropriate and has been an element in previous acceptable programs.
Similarly, the training requirements' do not mention whether a final comprehensive examination is planned, nor whether an oral evaluation is part of this examination. Both of these elements should be given serious consideration.
Finally, we believe that SMUD should consider requiring that each operating.
crew have an Operations Advisor until that crew has at least one Senior Reactor Operator with a year of responsible operating experience similar to that required of the Operations Advisor.
