REQUEST FOR A COST ESTIMATE FROM UNION ELECTRIC COMPANY TO INSTALL ADDITIONAL CIRCUITRY AT THE CALLAWAY POWER GENERATING PLANT'S E0F AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS Reference is made to a Boise Interagency Fire Center (BIFC) conducted survey at the Callaway Power Generating Plant on January 22, 1985. Based upon this survey, NRC Region III is initiating arrangements for the installation of contingency telecommunications equipment at the Callaway site.

These arrangements consist of obtaining Union Electric Company's cost estimate to install additional telephone circuits in the Emergency Operations Facility (E0F), and installation of an antenna on the Callaway repeater tower as described below. The circuits and antenna location are essential elements of our emergency telecommunications for the Callaway site.

It is our understanding that Union Electric wishes to make a permanent installation of the antenna, rather than temporarily install the NRC repeater on the tower during an emergency. This permanent installation would preclude the possibility of an accident during the repeater installation phase, which I

might disrupt Union Electric's communication system.

We are seeking Union Electric Company's estimate for labor and material to accomplish the following tasks:

1.

Establish two twin lead DC control circuits from the NRC area in the E0F to the outside of the north side of the building, at a level that can be reached from the ground. These lines should be terminated at both ends with WE-742 terminal blocks'and the terminals marked for NRC emergency use only. The terminal block outside of the E0F should be housed in a weatherproof container to protect it from the elements. The wire for the control circuits should be at least equal in quality and size to that installed for voice telephone circuitry by a telephone company.

2.

Install a Celwave Model PD-220 antenna, or equivalent, with the base at the 250 foot level of the Callaway repeater tower. The antenna should be mounted directly above the 154.055 Mhz antenna that occupies the 220 foot level of the tower.

base of the tower. The upper end of the cable should be terminated in a female N connector and connected via a pig tail to the antenna. The antenna and cable connections should be sealed to protect them from the elements. The lower end of the RF transmission cable should be terminated, inside of the communication building, with a UHF male connector and labeled for NRC emergency use only.

Following receipt of your estimate NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
