Request for Amendment of Fermi-2 Technical Specification 3.6.1.7, " Containment Systems - Drywell Average Air Temperature" By letter dated April 3, 1986 (VP-86-0021), DECO requested an amendment to Fermi-2 Technical Specification 3.6.1.7 to add a note clarifying that the

, thermocouple locations defined therein are approximate values for zone refer-ence only. The as-built thermocouple locations are within a few inches of the Technical Specification values.

The NRC staff has reviewed the Technical Specification change requested and finds that the clarifying note suggested will not be necessary. As is stated in the Bases of the Containment Systems Technical Specification, B 3/4.6.1.7, the limitation on drywell average air temperature is to ensure that the con-tainment peak air temperature does not exceed the design temperature during LOCA/MSLB conditions. The Fermi-2 plant average drywell air temperature is defined as the volumetric average of temperature measured in each of the six (6) zones identified in the Technical Specification. A few inches devi-ation from the defined location will not affect the drywell average air temperature, and the suggested note will not alter the requirement to determine the volumetric average temperature. Therefore, DECO's requested change to Tech-nical Specification 3.6.1.7 is not needed; and no action is planned.
