CIE has been informed of the following:
1.
That the failure to effectively implement the piping dimensional inspection measurement prog.am is not only a violation of CECO procedure PI-BB-26 and NRC IEB 79-14 but NRC regulation 10 CFR 50, Appendix B, Criterion X t
(454/84-51-04; 455/84-35-05).
2.
That Region III inspectors found that the Byron Unit I plant as-built walkdown drawings had discrepancies and further that as-built craft personnel performing IEB 79-14 walkdown measurements had not been properly certified. It is our understanding as of this date that this violation is still open.
3 CIE has received a copy of Westinghouse letter CAW-9781. This letter reviews three (3) of the five (5) original error notices submitted by CIE to CECO concerning violation of CECO procedure PI-BB-26 and IEB 79-14 on Byron Unit I.
In reviewing the answers from the field it appears that the analyized piping data utilized in the stress analysis reports (Piping Analysis Book) is different when compared to the as-built data. Therefore, we feel that the various analytical analyses appear to be erroneous. The phrase " garbage in, garbage out" seems apropos.
The purpose of this letter is to ensure that the above l'tems become part of the offical record which will serve to demonstrate our specific concerns.
