FIRE PROTECTION PROGRAM Re:

Peach Bottom Atomic Power Station, Units 2 and 3 Your letter of September 30, 1986 submitted an updated Fire Protection Program and Appendix R Safe Shutdown confirmatory program for Peach Bottom Units 2 and 3.

This submittal has been the subject of a number of discussions during the past several months between our staffs. The purpose of this letter is to sumarize these discussions and the schedule for future actions.

Our preliminary review of your submittal last fall found it generally acceptable.

To complete an in-depth review, we requested in the conference calls of November 7 and 13,1986 three items:

A set of large (roll size) P& ids for all systems used for safe shutdown methods A, B, C and D.

The EPM (Engineering Planning and Management, Inc) analyses of the Peach Bottom safe shutdown capability that were performed in the spring of 1986.

Procedures for any fire requiring utilization of alternative safe shutdown capability.

As requested, you sent a set of the P& ids to our contractor, Brookhaven National Laboratory (BNL). The EPM analyses which are available in your corporate office consist of about six large notebooks of material.

From the discussions with your staff, only a portion of the material is important to our review.

It was decided that the most feasible approach was for us to review the volumes in your corporate offices with your personnel available to explain the analyses. As a result of this review, we may request a copy of specific sections of the EPM analyses. With respect to the procedures, your approach has been to prepare symptomatic type procedures tied into the existing emergency procedures rather than event-type procedures. The procedures for safe shutdown trethods, A, B and C have been prepared and are available; the procedures for method D ore being written. The logical place to review the procedures is at the site.

(We appreciated your offer to bring the personnel and procedures to your corporate office if this would be more convenient to our review).

Due to prior work commitments, our contractor (BNL) will not be available to resume review of your fire protection program until the week of March 23, 1987 at the earliest. We have tentatively established a schedule that we will be at your corporate offices on Tuesday March 24, 1987 to review the EPM analyses and at the Peach Bottom site on Wednesday and Thursday, March 25 and 26, 1987 to review the procedures, equipment locations, plant modifications being performed during the Unit 2 outage and other facets of your safe shutdown capability. To help us prepare for the site visit, your staff will investigate the feasibility of providing a draft copy of the procedures being prepared for alternate shutdown method D to our contractor about a week prior to the site visit.
