Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Plant Technical Reviewer Qualification
Dear Mr. Denton:
In a letter dated August 2,1985 from Mr. O. W. Dixon, Jr., to Mr. H. R.
Denton, South Carolina Electric & Gas Company (SCE&G) requested a change to the Virgil C. Summer Nuclear Station Technical Specifications, Section 6.5.3,
" Technical Review and Control." The change was initiated to address inadequacies in the present Technical Specification wording and to close an NRC inspector follow up item which stated that the present requirement was too narrow in scope. In subsequent discussions between SCE&G and the NRC staff, it was determined that the August 2,1985 request was insufficient and further revision was necessary. As a result, SCE&G is amending the previous request as shown on Attachment 1.
The proposed change requires that individuals designated as qualified procedure reviewers meet or exceed the qualification requirements of Section 4 of ANSI 18.1, 1971. This section addresses c ualification requirements for all l
individuals who may be designated a quali"ied procedure reviewer by the l
Director, Nuclear Plant Operations. The proposed amendment would cover plant supervisory and management personnel which are not specifically addressed in the current Technical Specification.
SCE&G's "No Significant Hazards Determination" is included in Attachment ll to this letter.
This change has been reviewed and approved by both the Plant Safety Review r
Committee and the Nuclear Safety Review Committee. The initial processing l
fee required by 10 CFR 170 has previously been submitted along with the r
August 2,1985 submittal.
The matters and statements set forth in this submittal are correct to the i
best of my knowledge and belief.
