TMI-1 PROBARILISTIC RISK ASSESSMENT (PRA)

On April 5, 1982 the Atomic Safety and Licensing Board issued a " Memorandum and Order Modifying and Approving NRC Staff's Plan of Implementation."

Metropolitan Edison Co.

(Three Mile Island Fuclear Station, Unit No.1),

LBP-82-27, 15 NRC 747 (198?). Part of that Order read as follows:

"However, in response to recommendations by the ACRS, the licensee has comitted to perfonn a probabilistic risk assessment for TMI-1. The Staff states that it will monitor Licensee's efforts to assure that this assessment is performed in accordance with Staff guidance."

By letter dated March 6,1984, GPU committed to completing a Level I PRA for TMI-1 by June 30, 1986. That commitment was not met, nor was an extension requested. Through discussions with your staff, we understand that the TMI-1 PRA is still being reviewed in-house.

In order for the f.'RC staff to perform its commitment to " monitor Licensee's efforts" you are requested to submit the TMI-1 PRA on the docket when it is completed. You are also requested to provide, within 45 days of the date of this letter, a schedule for completion and submittal of the PRA for NRC staff review.

Providing the PRA is submitted for our information only, the review of your PRA will be non-fee bearing. But if you intend to use the PRA as a licensing basis document to justify changes in Technical Specifications or plant modifications, then the related PRA review would become fee bearing.

Our review of the PRA will be non-fee bearing. However, proposed changes in the TMI-1 facility resulting from the PRA findings that involve changes in the Technical Specifications or unreviewed safety questions would require applications for license amendments which would bear the fees described in 10 CFR 170.21.
