Dear Mr. Gagliardo:
This letter is a followup to the telephone notificatien made to Mr. B. Murray, USNRC Region IV Office, on August 19, 1986. As discussed with Mr. Murray, a l
rail shipment of two empty IF-300 casks, Serial Numbers IF-301 and IF-302, t
containing only residual contamination was received by Nebraska Public Power District at 1420 August 19, 1986. All shipping criteria were met with the exception of the smearable contamination readings on both casks. Eight of forty readings on cask IF-301 and eight of forty readings on cask IF-302 were 2 allowed in 10CFR20.205.
greater than the 22,000 beta and gamma dpm/100 cm Additionally, the contamination limits of 10CFR71.87 were exceeded even when using other methods of contamination assessment as allowed by 10CFR71.87. It did not appear that this contamination resulted from leakage of the radioactive contents of the cask, but rather from contamination leaching out from the cask external surfaces.
It should be noted that the number of reported readings in excess of the 10CFR20.205 limit differs slightly from the number reported during the telephone notification. This error was due to a mislabeled contamination survey data form.
As previously discussed with your Mr. R. Baer, instruments used at Cooper Nuclear Station to count contamination survey results are calibrated using a Cobalt-60 standard. As received by NPPD, the casks were predominantly contaminated uith Cs-137. Applying an instrument efficiency based on this nuclide would have resulted in only three readings on cask IF-301 and one reading on cask IF-302 being in excess of any contamination limits.
