COST ESTIMATE FROM IOWA ELECTRIC LIGHT & POWER COMPANY TO INSTALL ADDITIONAL CIRCUITRY AT THE DUANE ARNOLD NUCLEAR POWER PLANT AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS Reference is made to a communications survey which was conducted at the Duane Arnold facility by an NRC contractor representative during the week of January 24, 1985. Based upon this survey, NRC Region III is initiating arrangements for the insta11aticn of contingency telecommunication equipment at the Duane Arnold facility.

These arrangements consist of obtaining Iowa Electric Light & Power Company's cost estimate to install additional telephone circuits in the Emergency Operations Facility, and formalized permission to use space on the roof of the Iowa Electric Tower Building near the radio room as an antenna location. It should be noted, that with the exception of the equipment installation described below, communications equipment will only be installed at any of the comunications sites in the event of an actual emergency or NRC participation drill, and will be removed imediately at the termination of the emergency or drill.

We are seeking Iowa Electric Light & Power Company's estimate for labor and materials to accomplish the following tasks:

1. Install two WE-742 Terminal Blocks; one located in the NRC area in the EOF, the other in the radio room located on the top of the Iowa Electric TowerBuilding(exactplacementtobedeterminedbyIowaElectricLight&

Power Company).

2. Install two direct current control pairs (voice quality circuits) from the EOF terminal block to the radio room terminal block. Both ends of the controlcjrcuitsshouldbelabeledforNRCEmergencyUseOnly. The wire for the control circuits should be at least equal in quality and size to that installed for voice telephone circuits by a telephone company.
3. Agreement that during the time of an energency or major drill, NRC or their representative be allowed to install a temporary antenna on the roof of the Iowa Electric Towers Building, near the radio room. /
