COST ESTIMATE FROM DAIRYLAND POWER COOPEPATIVE TO INSTALL ADDITIONAL CURCUITRY AT THE LACROSSE NUCLEAR POWER PLANT'S E0F BUILDING Reference is made to a comunications survey which was conducted at the Lacrosse facility by an NRC contractor representative on September 24,.1985.

Based upon this survey, NRC Region III is initiating arrangements for the installation of contingency telecommunication equipment at the Lacrosse Emergency Operations Facility.

The arrangements consist cf obtaining Dairyland Power Cooperative's cost estimate to install terminal blocks and telephone circuits in the E0F, and formalized permission to use space on the Dairyland Power Cooperative offices' roof for tht installation of a temporary antenna as described below. The circuits and antenna location are essential elements of our emergency telecommunications plan for the Lacrosse site.

It should be noted, that'with the exception of the egvipment installation described below, communicat. ions equipment will only be installed in the event of an actual emergency ur NRC participation drill, and will be removed immediately at the termination of the emergency or drill.

We are seeking Dairyland Pcwer Cooperative's cost estimate for labor and materials to accomplish the following tasks:

1.

Instali two WE-742 Terminal Blocks; one located in the NRC area of the EOF, the other on the outside/ roof of the E0F building.

Exact placement to be determined by Dairyland Power Cooperative. The terminal ~ block installed outside of the EOF is to be housed in a weatherproof container to protect it from the elements.

2.

Install two 1 win lead DC control circuits (voice quality circuits) from the NRC area in the EOF to the outside/ roof terminal block. The wire for the control circuits should be at least equal in quality and size to those installed by a telephone company for voice quality telephone circuits.

l 3.

Agree that during the time of an emergency or major drill, NRC or their representative be allowed to install a temporary antenna at the Dairyland Power Cooperative offices.

1986 Dairyland Power Cooperative Following receipt of your estimate, NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
