ESTIMATE FROM WISCONSIN ELECTRIC POWER COMPANY TO INSTALL ADDITIONAL CIRCUITRY AT THE P0 INT BEACH NUCLEAR POWER PLANT'S EOF BUILDING AND PERMISSION TO USE SITE FROPERTY FOR CONTINCENCY TELECOMMUNICATIONS

,Peferetice is made to a comrrunications survey which was conducted at the Point Beach facility by an NRC contractor representative on December 6, 1984.- Based upon this survey, NRC Rcgion III -fi initiating arrangements for the installation of contingency telecommunication equipment at the Point Beach site.

c These arrangements consist of obtaining Wisconsin Electric Pcwer Company's cost estimate to install additional telephone circuits in the Emergency Operations Facility, and formalized permission to use space en the roof of the EOF as described below. The circuits >and antenna location are essential elements ofe e

our emergency telecommunications plan for the Point Beach site.

It should be~

1 noted that, with the exception of the equipment installation described below,:

communications equipment will only be installed at any of the communications sites in the event of an actual emergency or NRC participation drill, and will be removed immediately at'the termination of the emergency or drill.

We are seeking Wisconsin Electric Power Company's estimate for labor and material to accomplish the following tasks:

1.

Install two WE-742 Terminal Blocks; one located in the NRC room in the EOF, the other on the roof of the E0F above the NRC room. These terminal blocks shcold be marked for NRC Emergency Use Only. The outside terminal

" i block should be-enclosed in a weatherproof box to protect them from the elements.

2.

Install two DC control pairs (voice quality circuits) from the E0F tenninal block to the outside terminal block. The wire for the control circuits should be at least ecual in quality and size to that installed for voice telephone circuits by a telephore-company.

3.

Agreerrent that during the time of an emergency or major drill, NRC or their representative be allowe'd to install a temporary antenna on the roof of the EOF building.

Following receipt of your estimate, NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
