COST ESTIMATE FROM CLEVELAND ELECTRIC COMPANY TO INSTALL ADDITIONAL CIRCUITRY AT THE PERRY NUCLEAR POWER PLANT'S E0F BUILDING AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOWUNICATIONS Reference is made to a comunications survey which was conducted at the Perry facility by an NRC contractor representative on May 20 and 21, 1985. Based upon this survey, NRC Region III is initiating arrangements for the installation of contingency telecommunication equipment at the Perry site.

These arrangements consist of obtaining Cleveland Electric Company's cost estimate to install additional telephone circuits in the Emergency Operations Facility, and formalized permission to use space on the onsite microwave tower as described below. The circuits and antenna location are essential elements of our emergency telecommunications plon for the Perry site. It should be noted that with the exception of the equipment installation described below, communications equipment will only be installed at any of the conzunications sites in the event of an actual emergency or NRC participation drill, and will be removed imediately at the termination of the emergency or drill.

We are seeking Cleveland Electric Company's estimate for labor and material to accomplish the following tasks:

1. Install two WE-74? Terminal Blocks; one located on the outside wall of the NRC rocm in the EOF, the other on any convenient place on the exterior of the building. Exact placement to be determined by Cleveland Electric Company. These terminal blocks should be marked for NRC Emergency Use Only. The outside terminal block should be enclosed in a weatherproof box to protect them from the elements.
2. Install two DC control pairs (voice cuality circuits) from the E0F

! terminal block to the exterior terminal block.

3. Reserve a 20 foot area at the 200 foot level of the cnsite microwave tower for use as an emergency communications equipment site.

N Cleveland Electric Company with your communication system has been removed from consideration for use at the Perry Power plant.

Following receipt of your estimate, NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
