Goldberg, March 31, 1987, ST-AE-HL-91219 By letter dated March 12,1986 (reference 1), Houston Lighting & Power Company (HL&P) provided the technical basis for the elimination of postulated pipe ruptures in the pressurizer surge line, and requested an exemption to the requirements of 10CFR50, Appendix A GDC-4 for treatment of postulated surge line breaks. The NRC staff reviewed the information contained in our March 12, 1986 submittal and submitted a request for additional information (reference 2).
In response to the NRC request for additional information, llL&P provided the technical information in reference 3.
A meeting was held with the NRC on October 1, 1986 to review the reference 3 information. At that meeting, the NRC staff had additional questions which were addressed in a subsequent meeting which was held with the NRC on October 15, 1986.
By letter dated November 24, 1986 (reference 4), HL&P provided answers to all questions raised as of that date.

A meeting was held with the NRC on April 16, 1987 to review the reference 5 information.
The purpose of this submittal is to docket information discussed during the April 16, 1987 meeting.
Question number 8 of reference 5 is related to discussion of the leakage detection system (s) at South Texas and operating experience at Westinghouse plants. Attachment 1 to this letter provides a detailed discussion of leakage detection system (s) at South Texas. At the April 16, 1987 meeting the staff also requested information on administrative procedures at STP relative to increases in sump leakage measurements.
Station procedure 1 POP 04-RC-0003 Rev. 1 dated December 2, 1986 provides symptoms and actions for excessive RCS leakage. One of ten (10) symptoms listed is containment normal sump level increasing and or flow totalizer showing an increase. Automatic and/or immediate actions are (1) possible containment ventilation isolation (2) verify pressurizer level and (3) start additional charging pumps as necessary.
Supplementary actions listed include the following:
a)
If leakage is into containment atmosphere as indicated by leak detection systems, ISOLATE If possible and notify Health and Safety Services of RCS leakage and location.
b)
If leakage is not into containment atmosphere, LOCATE and ISOLATE where applicable.
c)
NOTIFY Health and Safety Services Of RCS leakage and location.
d)
Determine the RCS leakage rate by performing RCS inventory.
e)
If leakage rate is greater than that specified in Technical Specification 3.4.6.2 follow appropriate action statement.
Because Attachment 1 contains information proprietary to Westinghouse Electric Corporation, the attached affidavit signed by Westinghouse management sets forth the basis on which the information may be withheld from public disclosure by the NRC in accordance with the requirements of 10CFR2.790(b)(1).
This affidavit addresses with specificity the considerations of 10CFR2.790(b)(4). Correspondence with respect to the proprietary aspects of the affidavit and Application for Withholding of Attachment 1 should reference l
