Dear Mr. Noonan:
Based on discussions with membera, of the NRC staff (P. Kadambi, H.
Balukjian) Houston Lighting & Power Company (HL&P) is providing additional information regarding the removal of the RTD bypass.
In order to respond to questions provided by the NRC we have enclosed the following:
1.
5 copies of Document No. TCX 002, " Responses to NRC Questions on RTD Bypass Elimination" (Proprietary).
l 2.
5 copies of Document No. TCX-003, " Responses to NRC Questions on RTD Bypass Elimination" (Non-Proprietary).
l Also enclosed is a Westinghouse authorization letter, CAW-86-114, Proprietary Information Notice, and secompanying Affidavit.
As item 1 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner l
I of the information.
The affidavit sets forth the basis on which the I
information may be withheld from public disclosure by the Commission and l
addresses with specificity the considerations listed in paragraph (b)(4) of l
Section 2.790 of the Commission's regulations.
i Accordingly, it is respectfully requested that the information which is l
proprietary to Westinghouse be withheld from public disclosure in accordance I
with 10CFR Section 2.790 of the Commission's regulations.

Questions 4 through 7 were originally addressed together in one complete writeup in TGX-002 (and TGX-003). As a result of a request by Mr. Balukjian, individual responses to tihese questions have been provided with TGX-002 (and j
TCX 003). Also, FSAR pages 15.2-6 and 15.2-20 have been revised and are

provided for review. These changes supercede those previously transmitted in j
the reference (pages 15.2-6 and 15.2-20 only) and will be incorporated in a future FSAR amendment.
