SUBJECT: ' NOTICE:0F DEVIATION-

(NRC INSPECTION REPORT NOS. 50-259/87-02,~50-260/87-02,AND

'50-296/87-02)

This refers ' to the Nuclear Regulatory Commission (NRC) inspection conducted

by G. L. Paulk .on January 1-31, 1987.

The inspection included a review of

activities authorized for your Browns Ferry _ facility.' At the conclusion of

the. inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel,.~and observation of activities

in progress.

' The inspection revealed no' iiolations of NRC requirements. --However, 'certain

activities having safety significance appeared to deviate .from your Final: Safety

Analysis Report.

The deviation and elements to be included in your response are

described in the enclosed Notice'of-Deviation.

Among the unresolved items identified in the inspection report, one of particular

concern 'is the unresolved item in paragraph 7.C. dealing with. surveillance

intervals ' that may be longer than intended due 'to the extended. outage of the

units.

Although you may be in verbatim compliance with .the Technical Specifi-

cations--for surveillance testing, our concern is that the surveillance' interval

is not explicitly defined (i.e. , time units) for the once per operating ' cycle

frequency.

Thus, the. surveillance requirement interval is ambiguous' and tha

s'urveillances may not be performed in a timely manner as intended. This iss~ue

needs to be resolved expeditiously since the equipment' in question may need to

be. tested to assure operability.

In accordance 'with Section 2.790 of the NRC's " Rules of Practice," Part 2,_

. Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
