INADEQUATE SURVEILLANCE TESTING PROCEDURES FOR DEGRADED V0LTAGE AND UNDEPVOLTAGE RELAYS ASSOCIATED WITH 4160 VOLT EMERGENCY BUSES b
i The enclosed Technical Review Report is forwarded for your information. This report provides information concerning inadequate testing procedures and i
practices for degraded voltage and undervoltage relays associated with 4160 volt emergency buses. The safety concern regarding this area-is that such procedures and practices could result in component failures which are not detected during periodic testing. Also, since the same testing procedures and practices are used_for redundant trains, such component _ failures could exist in redundant trains.
The situation described above clearly has significant safety implications.
However, based on a review of a set of related events obtained from the Sequence Coding and Search System, it does not appear that this concern is applicable to nuclear stations in general, although it may apply to certain stations.
In view of this result, we believe that further AE00 actions regarding this issue are not warranted at this time. However, should i
