i CLARIFICATION OF CPC-2A COMMITMENTS VERSUS BASIS REQUIREMENTS A recent detailed review of Consumers Power Company's Quality Assurance Program Description for Operational Nuclear Power Plants (CPC-2A) commitments, versus basis requirements (ANSI Standards, Regulatory Guides, etc), has identified several areas where clarification appears necessary, either in the text of CPC-2A itself, or in the exceptions / clarifications of its Appendix.
These clarifications are necessary to avoid possible misapplication of requirements, and to preclude both internal and outside misunderstandings of Consumers Power Company's position with regard to these items. The attached matrix identifies each proposed alteration to CPC-2A (Revision 5), presents the reason the change is desirable, and explains the basis for concluding the program, as revised, continues to satisfy the criteria of 10CFR50, Appendix B.
Since these changes may be considered a reduction in our previous commitments, your approval is required in accordance with 10CFR50.54(a).
