Original AP.23.23 OPERATIONS ADVISOR PROGRAM 1.0 PURPOSE The purpose of the Operations Advisor Program is to enhance the analysis of operational events and decision-making ability of the shift operating crews.

3.0 DEFINITIONS .

O~ 3.1 Operator (10 CFR 55.4)

Operator is any individual who manipulates a control of a f acility. An individual is deemed to manipulate a control if he directs another to manipulate a control. .

' 3.2 Senior Operator (10 CFR 55.4)

Senior Operator is any individual designated by a facility licensee under Part 50 of this chapter (10 CFR Ch.1) to direct the licensed activities of licensed operators.

3.3 Controls (10 CFR 55.4)

Controls when used with respect to a nuclear reactor means apparatus and mechanisms the manipulation of which directly af f ect the reactivity or power level of the reactor.

3.4 Condition Adverse to Quality Conditions Adverse to Quality are conditions identified or are conclusions f rom observations of an activity that contributes, or have the potential to contribute to the degradation of the quality standards set forth to accomplish a quality-related activity.

6.0 PROCEDURE =

6.1 Operations Advisor Position Qualifications 6.1 .1 Operations Advisors (0A) shall have held a Senior Reactor Operator License with at least one year of on-shift experience at a Babcock

& Wilcox (B&W) commercial nuclear power plant.

6.1 .2 The Operations Advisor shall have at least one year of experience at a commercial power plant in a management position or staff position that required routine use of administrative controls such as Clearance Procedures, Work Requests, Equipment Status Control, Radioactive Release Permits, Control of Ignition Sources an'd other routine operations shift activities.

6.1 .3 After successfully completing the required training for the Operations Advisor Program, Operations Advisors will not be required to attend Operator License Requal, unless their services h will be required for more than one year, then they will attend the next requal cycle.

6.2 Operations Advisor Shif t Authority and Reporting Relationship 6.2 .1 Operations Advisors report to the Huclear Operations . Manager.

Operations Advisors shall have direct access to the Nuclear Operations Manager to resolve any issue which he. deems m'ay affect the safe operation of the unit.

6.2 .2 On shift, the Operations Advisor is under the direction of the.

Shift Supervisor and is used in an advisory capacity. The Operations Advisor shall not be assigned collective duties that are normally performed by the operating crew which may interfere with his ability to maintain a broad perspective of the plant status.

The Operations Advisor shall not conduct any activity that requires an operators license.

He shall not conduct himself nor be used as an " Operator" or " Senior Operator" as defined in 10 CFR Part 55.4 6.2 . 3 The STA shall remain the individual responsible for advising the Shif t Supervisor during the use of Casuality or Emergency Operating Procedures.

6.3 Operations Advisor Duties and Responsibilities ~

6.3 .1 Review and assess the impact on routine shift operations of the System Review and Test Program, Power Ascension Testing,.and other significant plant evolutions.

6.3 .2 Participate in and evaluate pre-test or pre-evolution briefings providing the Shif t Supervisor an operational assessment of the ,

L appropriate action for the conduct of the activity. The assessment I shall be given prior to the start of the activity and stiall include-a thorough definition of the termination criteria. At the completion of the activity, the Operations Advisor should review the results with the Shift Supervisor and Nuclear Operations 4

to resolve and preclude repetition of any identified deficiencies.

t 6.3 .3- The Operations Advisor shall participate in shift turnovers and maintain a log of events which will include any recommendations

4 6.3 .5 The Operations Advisor shall signify his daily review of the Shift Management Log by initialing next to the last entry that occurred during his shift.

6.3 .6 The Operations Advisor shall maintain a cognizant perspective of the shift activities by completing Operations Advisor Shift Relief

Checklist for the on-coming crew and by completing a board i walkdown. The board walkdown shall include a review of equipment, pumps or equipment in service, assurance the reason is known for each annunciator that is in solid, and a review of activities that are completed, on-going, or planned.

6.3 .7 The Operations Advisor shall review shift turnover checklists,

! operator logs for trending, Occurrence Description Reports (00Rs),

Management Log entries, daily work plan; and he shall also assist

in the preparation and review of required reports.

6.3 .8 The Operations Advisor should concentrate his atiention on the

([) activities occurring in the Control Room. However, this guideline should not preclude him from conducting extensive tours outside of the Control Room and familiarizing himself with the equipment, systems, and material condition of the plant.

6.3 .9 To improve the continuity of information and awareness of the plant status during the operating crew's shift change, the Operations Advisors shall relieve one another one-half hour earlien than their assigned operating crew. -

After the Operations Advisor completes his turnover he shall observe and participate in his operating crew's normal shift turnover. ,
