REVISED COMPLETION PROGRAM - RESPONSE TO IE BULLETIN 85-03 The NRC letter of August 1, 1986 requested additional information pertaining to the completion program described in Consumers Power Company letter dated May 15, 1986. The requested information is attached as a revised completion program which replaces information contained in the completion program de-scribed on page 3 of our May 15 letter.

In our May 15, 1986 submittal, we committed to completion of the program by the end of the 1987 refueling outage.

Since that time, the refueling outage date has slipped, due to the present plant outage. However, a maintenance outage is presently scheduled in September 1987, and the program will be completed during that time.

The present motor operated valve switch settings for the Palisades Plant were reconfirmed by Limitorque in 1984, in an effort to enhance informa-i tion and practices related to setting torque switches.

In response to the i

requirements of IE Bulletin 85-03, we are reconfirming the adequacy of these switch settings. Maximum differential pressures listed in Attach-r ment A were determined by Combustion Engineering (CE) for Consumers Power l

Company (CPCo) as part of a CE Owners Group activity. CPCo is presently j

reviewing the differential pressures determined by CE to ensure that they are accurate. In determining the differential pressures, CE considered various design base functions of these valves and then postulated upstream and downstream conditions. These functions and postulated conditions are included in Attachment A.

CPCo is presently participating in another CE Owners Group activity to develop a computer program to determine valve stem thrust based on differential pressure and valve design. Once CPCo i

confirms the valve differential pressures and determines valve stem thrust, the switch settings will be verified.

Once the valve switch settings are verified, the valves will be tested to demonstrate that they are operable. Testing will be done at the maximum differential pressure where possible. Where maximum differential pressure t

testing is not possible, specific justification for alternate testing will be provided. We are presently evaluating the use of systems such as MOVATS to complement our differential pressure testing. We anticipate performing the differential pressure testing on the valves listed in i

Attachment A during a maintenance outage scheduled to start in September i

1987.

The motor operated valve switch settings are presently maintained on a l

plant drawing as controlled information. However, the use of these settings have been inadequately controlled in maintenance procedures. We have decided to enhance the administrative controls applied to the deter-mination and use of the valve switch settings. Any change to a safety-related motor operated valve switch setting will be considered a plant i

specification change, and will require a technical and administrative

]

review prior to implementing a change.

Our Maintenance Procedures are currently being reviewed by CPCo to ensure l

they are adequate. They have previously been reviewed by a NRC Region III j

inspector specifically for the adequacy of instructions for setting valve limit and torque switches. The enhancements suggested by the inspector are being incorporated into the procedures.
