Dear Mr. Starostecki:
As you know, the BWR Owner's Group is developing a generic BWR position for meeting the requirements of I.E.Bulletin 85-03 " Motor Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings".
The BWR Owner's Group study will provide a technical basis for identifyinq BWR plant specific testing and analysis.
This study is scheduled for completion by about September 1, 1986.
We respectfully request a delay in our response to I.E.Bulletin 85-03 for Nine Mile Point - Unit 2 until the BWR Owner's Group study is completed and the Nuclear Regulatory Comission's appraisal of that study can be reviewed by Niagara Mohawk.
We propose to submit a response six months af ter issuance of the Nuclear Regulatory Comission's position on the BWR Owner's Group's recommendations.
