AGREEMENT BY WISCONSIN PUBLIC SERVICE CORPORATION TO ALLOW THE INSTALLATION OF ADDITIONAL NRC EMERGENCY RADIO COMMUNICATIONS AT THE KEWAUNEE NUCLEAR POWER PLANT DURING EMERGENCIES OR NRC PARTICIPATION DRILLS Reference is made to a communications survey which was conducted at the Kewaunee facility by an NRC contractor representative on December 6,1984. -

Based upon this survey, NRC Region III is initiating arrangements for the installation of contingency telecommunication equipment at the Kewaunee site.

The arrangements consist of obtaining formalized permission from Wisconsin Public Service Corporation to allow the installation of temporary antenna cable, control wires and antenna at the Emergency Operations Facility and the formalized agreement to allow the use of one 65 foot boom truck as a temporary radio tower, during an emergency or NRC participation drill at the Kewaunee site. The circuits and antenna locations are essential elements of our emergency telecommunications plan for the Kewaunee site. It should be noted, that communications equipment will only be installed at any of the communications sites in the event of an actual emergency or NRC participation drill, and will be removed immediately at the termination of the emergency or drill.

We are seeking Wisconsin Public Service Corporation agreement to the following:

1. Agree to position in the vicinity of the junction of Nuclear Road and -

Townhall road one 65 foot boom truck. This truck and its boom will be used as a temporary radio tower for NRC emergency communication systems.

The boom truck should be in position no later than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> after NRC notifies the Kewaunee Nuclear Power Plant of their requirement for this vehicle. The vehicle must be made available to NRC for the duration of the emergency, unless a suitable alternative (pole or tower) is provided. -

2. Agree that during the time of an emergency or major drill, NRC or their representative be allowed to install temporary antenna coaxial cable and control wires from the NRC room in the E0F to the roof of the E0F, and to ,

. s Wisconsin Public Service Corporation SEP4 1986 installed through the existing penetration to the outside which is adjacent to the entrance to the NRC room. The amount of cable and wires will not exceed one inch in diaceter. No single radio unit temporarily installed on the roof of the EOF will exceed 100 pounds in weight. No more than 300 pounds of equipr:ent will be installed on the roof.
