This is to acknowledge receipt of your letter dated December 5, 1986 which transmitted changes to the Palisades Plant Site Emergency Plan, specifically, Sections 3, 4, 5 and 6 of Revision 6. We have reviewed these changes to the plan and determined that one of these changes is not consistent with the requirements of 10 CFR 50.54(q) and would decrease the effectiveness of your plan if put into effect. Specifically, we are concerned about the omission of Table 4.1, Section 4.0, listing initiating conditions and the corresponding Emergency Activation Levels (EALs) for each emergency classification.

This omission of the EAL' tables from Section 4.0 of the plan was discussed by telephone on January 16, 1987, with Mr. James R. Brunet, Emergency Planning Coordinator, at the Palisades Plant. He has agreed to again revise the plan to include Table 4.2 of Section 4.9 and cross reference it with Emergency Implementation Procedure EI-1, which also contains EAL tables. Please submit this proposed revision to the Site Emergency Plan for our review within 60 days of the date of this letter.

Please be reminded that 10 CFR 50.54(q) requires prior NRC approval of any c

changes to your plan which may decrease the effectiveness of the plan.

However, if your safety review assures no decrease in emergency preparedness effectiveness, then changes to the plan may be made and implemented without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with i the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing j Procedures).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
