Request for Additional Infonnation on the Sequoyah Design Baseline and Verification Program As a result of its review of the Sequoyah Design Baseline and Verifi-cation Program (DBVP), the staff has determined that additional information is needed. The detailed questions are contained in the enclosure.
In addition, question (7) resulted from the staff inspection perfonned during the week of July 21, 1986.- The Tennessee Valley Authority should provide its responses to the enclosure by September 23, 1986.
If TVA cannot meet this date, it should provide its proposed schedule.

Enclosure Request for Additional Infonnation on the Design Baseline and Verification Program (1) Provide justification for only including that portion of the ice condenser required for isolation in the scope of the Design Baseline Verification Program (DBVP).
Provide a' similar discussion as to why the hydrogen analyzer system is not included as part of the hydrogen mitigation system (2) Since the issuance of the 10 CFR 50.54(f) letter in September 1985, there have been several areas where it could not be demonstrated that the Sequoyah plant met the design criteria.
Examples of these include containment isolation, electrical calculations, pipe hangers and cable tray supports.
Because of this the staff believes that the as-built plant should be covered by the DBVP. For those systems within the scope of the DBVP will the program verify that the as-built systems (or portion of systems), meet the appropriate design criteria? If only plant modifications made since licensing are covered by the DBVP, justify covering only modifications made since licensing and not the as-built plant.
(3) Verify that the main steamline isolation valves are included in the DBVP.
(4) For the auxiliary feedwater system, provide the rationale for not including the pump suction and pump recirculation lines from the condensate storage tank.

In order for the staff to assess the timeliness of implementation of the pennanent design change program, including transition to a single con-figuration drawing system, provide a schedule or timetable for complete j
implementation of the permanent design control system.
(6) Discuss the TVA plan for providing detailed infonnation describing the post-restart phase of the DBVP.
In particular, provide information addressing which specific systems are to be included, which attributes of the Phase I scope are to be applied, and a schedule for completion.
(7) Provide additional information on the criteria and analytical results for anchor bolts and containment stiffeners evaluations. The staff visit during the week of July 21, 1986 did not provide enough time to review this infonnation.
