Dear Mr. Smart:
NPC Region III recently received allegations concerning one of your employees and your fitress for duty program. The allegation involves unsubstantiated information that indicates an individual may have been on site shortly after drinking alcohol.
The enclosure to this letter should be strictly controlled and distribution limited to personnel only with a "need-to-know" to protect the personal privacy of the individuals while your review is in progress. The enclosure is considered as Exempt From Public Disclosure in accordance with Title 10, Code of Federal Regulations, Part P.790(a)(7).
NRC Region III expects that the Toledo Edison Company will fully analyze the allegation, initiate what you detemine to be an appropriate investigation and take any action you determine necessary.
Ve also request that the results of your review and disposition of these matters be submitted to us within 30 days of your receipt of this letter.
