SUBJECT:
SUMMARY
OF MEETING WITH PUBl.IC SERVICE COMPANY OF NEW HAMPSHIRE TO DISCUSS OPERATIONAL READINESS OF SEABROOK STATION, UNIT 1 A meeting was held with Public Service Company of New Fampshire on June 26 and 27, 1986, at the Seabrook Station in Seabrook, New Hampshire. The NRC staff was represented by members of the Office of Nuclear Reactor Regulation:
Division of PWR I.icensing-A and Division of Safety Review and Oversite, and the Office of Inspection and Enforcement. The applicant was represented by members of Public Service Company of New Hampshire, New Hampshire Yankee Division.
A list of attendees is included in Enclosure 1.
The purpose of this meeting was to permit NRC management to assess the operational readiness of Seabrook Unit 1 in view of the applicants scheduled construction completion date of June 30, 1986. A copy of the meeting notice and agenda is included as Enclosure 2.
On the afternoon of June 26, 1986, the staff observed a demonstration of response to steam generator tube rupture exercise on the Seabrook Simulator.
The exercise was demonstrated by a typical shift crew. The staff later i
remarked that the shift crew performed very well during the exercise and in particular communicated in a highly effective manner throughout the exercise.
On Friday morning, June 27, 1986, the staff toured.the Seabrook Unit 1 plant and on Friday afternoon held a meeting with Public Service Company of New Hampshire. The agenda contained in Enclosure 2 lists those subjects discussed. A copy of the slides used by the applicant to present information related to those subjects is shown in Enclosure 3.
In a statement made following the plant tour the staff said that plant construction appears to be essentially complete, however, several work items remain to be completed. These include painting and housekeeping items. The staff further stated that it is working closely with Region I who will determine when all work is complete in preparation for fuel load.
