NRC DOCKET 50-321 OPERATING LICENSE DPR-57 EDWIN I. HATCH NUCLEAR PLANT UNIT 1 PIPE CRACK INSPECTION / MITIGATION PROGRAM 1985 MAINTENANCE / REFUELING OUTAGE Gentlemen:
Pursuant to your January 3, 1985 letter, Georgia Power Company (GPC) hereby. submits for your review and approval the enclosed proposed program (see Attachment 1) for the mitigation of Intergranular. Stress Corrosion Cracking (IGSCC) in and inspection of the recirculation and other reactor pressure boundary stainless steel piping during the 1985 maintenance /
refueling outage at Hatch Unit 1.
Nineteen (19) copies of the proposed program are enclosed for your convenience.
With this submittal, GPC hereby requests approval for an additional operating cycle for the existing weld overlays.
The proposed inspection program includes our criteria for weld selection, ultrasonic examination, flaw evaluation, IGSCC mitigation, and weld overlay repairs.
In addition, leak detection and leakage limits for the next fuel cycle are discussed.
These criteria are consistent with the intent of corresponding applicable portions of EC Generic Letter 84-11,
" Inspection of BWR Stainless Steel Piping", dated April 19, 1984.
In addition to the proposed inspection program, GPC submits as a report prepared by our consultant, Structural Integrity Associates, which provides technical justification for continued service with weld overlays at Hatch Unit 1.
Given the favorable results of weld overlay testing performed to date and recent developments in the nondestructive examination of weld overlays, GPC is confident that weld overlays will ultimately prove to be technically justifiable for long-term treatment of stainless steel piping having IGSCC.

Georgia Power d Director of Nuclear Reactor Regulation July 1, 1985 Page Two In order to provide what we believe will prove to be a viable long term correction of the cracking of the subject piping, GPC intends to mitigate the potential for IGSCC in the subject welds through either Induction Heating Stress Improvement (IHSI) or weld overlay, depending upon such variables as piping and flaw size.
Further, a test of hydrogen water chemistry and its effects on the plant is planned for a subsequent operating cycle.
A permanent program of additional ICSCC mitigation by hydrogen addition will be evaluated for implementation based upon the results of this
" mini-test" and the ongoing industry experience with hydrogen water chemistry and IHSI.
The Hatch thit 1 maintenance / refueling outage is scheduled to begin November 30, 1985.
Because of the extensive pre-outage manpower planning associated with this effort, any questions concerning the enclosed proposed inspection program and technical justification for continued service with The staffs of weld overlays should be brought to our immediate attention.
GPC and our consultants are willing to ma'<e a presentation on our inspection plans, etc. to the appropriate bRC staff personnel. We request that the NRC Hatch Licensing Project Manager contact this office to make the necessary arrangement if such a meeting is desired.
To support this planning effort, we are seeking your approval by August 1, 1985.
GPC requests that the information submitted herein be reviewed in an expeditious manner such that our outage plans can be solidified.
