REQUEST FOR COST ESTIMATE FROM CONSUMERS POWER COMPANY TO INSTALL ADDITIONAL CIRCUITRY AT THE BIG ROCK POINT NUCLEAR POWER PLANT'S EOF AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS Reference is made to a communications survey which was conducted at the Big Rock Point facility by an NRC contractor representative during the week of May 13, 1985. Based upcn this survey, NRC Region III is initiating arrangements for the installation of contingency telecomunication equipment at the Big Rock Point site.

These arrangements consist of obtaining Consumers Power Company's cost estimate to install additional telephone circuits in the Emergency Operations Facility, and fomalized permission to use space on the E0F antenna pole as described below. The circuits and antenna location are essential elements of our emergency telecommunications plan for the Big Rock Point site. It should be noted that, with the exception of the equipment installation described below, communications equipment will only be installed at any of the comunications sites in the event of an actual emergency or NRC participation drill, and will be removed imediately at the temination of the emergency or drill.

We are seeking Consumers Power Company's estimate for labor and material to accomplish the following tasks:

1. Install two WE-742 Tenninal Blocks; one located in the NRC area in the EOF, the other at the base of the wooden pole that serves as an antenna tower at the EOF. The pole terminations should be enclosed in a weatherprcof box to protect them from the elements and be marked for emergency use by*the NRC (placement to be determined by Consumers Power Company).
2. Install two DC control pairs (voice quality circuits) from the E0F terminal block to the base of the wooden pole antenna terminal block.

These lines will allow installation of the base station equipment required to establish comunications from the E0F to the NRC repeater system.

3. Agree to reserve a ten foot area at the 55 foot level of the E0F antenna pole for use as an emergency communications equipment site.

Consumers Power Company SEP 4 1986 Following receipt of your estimate NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
